Where It Comes From
The concept of a permanent administrative layer operating beneath elected government is real and has serious academic literature behind it โ political scientists call it the 'administrative state' or 'permanent government.' The phrase 'deep state' came from Turkish politics in the 1990s, describing the military and intelligence networks that operated outside civilian control. It entered American political rhetoric around 2017.
How It's Been Used
Split cleanly between two meanings that rarely meet. The academic meaning: career professionals in intelligence, defense, and regulatory agencies who continue across administrations and hold institutional knowledge. The political meaning: a shadowy network of ideological enemies using government machinery to sabotage the will of the people. The second meaning is useful primarily for justifying the removal of the first.
