Where It Comes From
Old French povertΓ©. Latin paupertas β smallness of means. From pauper β poor. The Latin root implied not destitution but insufficiency β having less than required. The threshold of poverty is always defined relative to something.
How It's Been Used
The U.S. poverty line was established in 1963 based on food costs β a methodology widely criticized as outdated. Whether poverty is understood as a personal failing, a structural condition, or a policy choice determines what solutions are considered. The framing precedes the number.
