Where It Comes From
In British parliamentary tradition, the 'Shadow Cabinet' is the official opposition's parallel ministerial team โ entirely legitimate and named on purpose. In American and international usage the phrase shifted to describe covert or unaccountable power structures: intelligence networks, financial interests, or cabals operating outside democratic oversight.
How It's Been Used
Occupies the same split as 'deep state' โ a real political science concept describing unaccountable power networks, and a conspiracy framework applied without evidence. The documented versions โ P2 in Italy, GLADIO across NATO, certain intelligence community operations โ give the concept enough factual grounding to make it impossible to dismiss entirely, which makes it more available for misuse.
